THE SPECIAL MEETING OF THE TOWN CENTER REDEVELOPMENT AGENCY was called to order by Chairman Allen Green at 5:30 P.M.

4.            Major Special Event Request – Lighthouse Loop Half Marathon


Mr. Parker advised that there is a request from the organizers to use CRA property for parking. Staff requests recommending approval to the City Council. Member Talluto asked why it has to go through the CRA. Mr. Parker said policy is to come before CRA for approval because they want to use CRA properties. Chairman Green agrees it should come to the CRA for consideration. Member Ford is in support of the request. Member Burnette supports the activity at Riverwalk. Member Pohlmann agrees with the event. Member Kennedy is glad to see it get used. Member Blahnik has no problem with them using CRA properties.


Motion to approve the Major Special Event Request was made by Member Pohlmann, and Seconded by Member Kennedy. Motion carried unanimously by roll call vote.


5.            Interim use proposal for Christmas Tree Sales


Donna Steinebach, Special Assistant to the City Manager, explained the item is for interim use. They will provide insurance and payment for 45 days. Staff is asking for CRA approval for the City Manager and the CRA Chairman to sign the appropriate documents. Member Blahnik asked where the proceeds will go. Applicant, James Kuespert advised that the proceeds will go to local cub scout packs and/or girls gymnastics groups. Chairman Green is concerned with affecting businesses that sell trees because they pay taxes. Ms. Steinebach explained that if the CRA is acceptable with this use, the applicant will have to go through normal permitting. Member Burnette asked about the rent schedule and how it was derived. Ms. Steinebach said the price was based on the Atlantic Marine rental rate. She said it's been done this way for all three licenses now. Member Talluto asked if the City has documentation or a contract that says how much goes to charity when they claim it's for a charity.  Chairman Green believes after this request, the CRA needs to set policies.


Corey Berman believes the application needs to say 100% of the profits go to charity.


Margaret Roberts, City Attorney, advised that the rate was established when the Galbreath’s began renting property from the CRA. It has not been changed since then. Member Blahnik would like to know the amount going to charity. Member Kennedy agrees; would like to see some accounting. Member Pohlmann asked if it is a community service project. Mr. Kuespert said it is a community service. $3 or more per tree is going to the organizations. He advised that his organization is a for profit organization doing a community service project. They want to give back. Member Pohlmann asked if there is a special event. Ms. Steinebach said no, under the CRA documents, it is an interim use.  She said they have discretion of rental amounts. She advised the organization will also pay the permit fee and application fees. Member Burnette asked the applicant to come back to the CRA and City Council for a report and present the checks to the non-profit organizations during a meeting. Mr. Kuespert agrees. Member Ford would like to see the property used. Member Talluto would like standard procedure for this type of use. Corey Berman said the CRA should set a minimum amount the applicant gives to the charities. Mr. Kuespert said that would be fine if the CRA wants to do that. The CRA did not set a minimum amount.


Motion to approve was made by Member Kennedy, and Seconded by Member Pohlmann. Motion carried unanimously by roll call vote.


6.    Public Comments


Corey Berman suggested making a municipal shared garden at the Riverwalk area where civic groups would be responsible for specific plots.
