THE MEETING OF THE TOWN CENTER REDEVELOPMENT AGENCY ACTING AS THE PROPOSAL EVALUATION COMMITTEE was called to order by Chairman Allen Green at 5:01 P.M.

DISCUSSION/ACTION

 

4.    Interviews and Ranking of Proposals for Riverwalk RFP #12-2

 

Mr. Parker provided details of the Staff’s evaluation of the RFP proposal. The Committee will need to determine if the items discussed are substantial changes to the RFP.

Member Ford has concerns that the RFP response covers more than was requested in the RFP.

Discussion was held regarding the appraisals and the costs of appraisals.

Mr. Parker advised that the Committee needs to consider the public benefits.

Riparian rights were discussed. Mr. Parker advised that formal title work has not been done yet.

Further discussion was held relating to fees, the marina, and trees.

Specifics of the proposal were discussed. Attorney Roberts discussed her concerns with the proposal as she provided in a memorandum.

Buddy LaCour addressed the Committee relating to the partners listed in the RFP proposal and the intent of the proposal. Mr. LaCour advised Council that everything in the proposal is negotiable. He believes that his property will be valued higher than the City/CRA properties.

Donna Steinebach, Assistant to the City Manager, advised Council that the appraisal bids are ranked but the companies have asked for additional time to complete the appraisals due to delays with awarding the contract.

Meeting was continued to Tuesday, April 3, 2012 inside the regular City Council meeting.
