THE SPECIAL MEETING OF THE TOWN CENTER REDEVELOPMENT AGENCY was called to order by Chairman Allen Green at 7:52 P.M.

C.        DISCUSSION/ACTION

 

4.    Authorization to Issue a Request for Proposals (RFP) for a Redevelopment Project in the Riverwalk Area – RFP #11-14

 

Donna Steinebach, Assistant to the City Manager, discussed the RFP and proposed dates with the CRA Board.

Member Kennedy believes the middle dates would be best. 

Chairman Green wants the sign complete before the RFP is advertised. 

Member Pohlmann agrees June 13 is a good start date.

Mr. Parker reminded the Board that their availability is important since they have decided to be the reviewing group rather than Staff.

Member Burnette agrees with June 6 or June 13. He will be available during those dates.

Member Ford would recommend June 6 and wants to know the Board’s feelings on including a mandatory prebid meeting. He feels that it should be strongly recommended not mandatory.

Chairman Green’s concern is that questions will arise and Staff has to make sure that all questions are answered and sent to all bidders. It’s difficult to get information to those who don't show up for the prebid meeting.

Mr. Pohlmann saw that only two bids came in on the Daytona Beach RFP but they were expecting more.

Ms. Steinebach explained why mandatory is usually done.

All members are good with June 6.

Attorney Roberts suggested that the CRA have a mandatory notice of interest by the date of the pre proposal conference. That way all who are interested will have their information submitted to Staff so that any questions that arise will be answered and sent to all who have submitted a notice of interest.

Mr. Burnette would like the prebid meeting to be held via the internet for those who might be out of the area. Ms. Steinebach said she would set up a meeting through gotomeeting.com or other similar site.

 

Motion to approve issuance of the RFP release date of June 6, 2011 with modification that there is not a mandatory prebid meeting but rather it is strongly recommended made by Member Burnette, and Seconded by Member Pohlmann. Motion carried unanimously by roll call vote.
