THE SPECIAL CITY COUNCIL MEETING of the City of Port Orange was called to order by Mayor Allen Green at 5:30 p.m.

4. City Manager Short List
Mayor Green asked Council if they want to add any names to the short list. No Council Members asked for additions to the short list. Mayor Green asked for comments from Council regarding the names on the list.
Howard Tipton advised Council to be careful if the vetting is not done. Shannon Lewis, Assistant City Manager said some of the vetting is done but not all of it.
Motion to remove Robert Bartolotta from the list was made by Councilman Burnette, and Seconded by Councilman Ford. Motion carried unanimously by roll call vote.
Mayor Green asked if there were any others to be removed.
Motion made by Vice Mayor Pohlmann to remove Matthew Fulton because of past employment records.
Councilman Burnette said he didn’t leave because of ethics so he is ok with leaving him on for now and let the vetting process provide more information.
Motion Seconded by Councilman Burnette. Mayor Green said the Motion on the table is to leave him on the list. Motion carried voice vote 5-0.
Robin Fenwick, Deputy City Clerk advised Council that the motion on the table was to remove Matthew Fulton from the list, not leave him on.
Motion made to reconsider was made by Councilman Ford, and Seconded by Councilman Kennedy. Motion carried unanimously by voice vote.
Councilman Kennedy voiced concerns about Mr. Saunders. He doesn’t feel strongly enough to motion to remove him, but does have some concerns. Mayor Green likes that he worked up the chain through Finance. Councilman Burnette wants to leave him on the list. Council agreed to leave him on the list.
Margaret Roberts, City Attorney, asked to re-vote on Matthew Fulton to be clear.
Motion to leave Matthew Fulton on the list for consideration was made by Councilman Burnette, and Seconded by Councilman Ford. Motion carried 4-1 by roll call vote, with Vice Mayor Pohlmann voting no.
5. Set Interview Schedule for City Manager Candidates
Ms. Lewis explained the Council had previously discussed December 13-15. All agreed to the dates.
Jerry Monahan, Public Safety Director, explained the background check process and status. The preliminary checks are done, but the in-depth investigations are not done.
Rob Zicker, Human Resources Director, advised that references are still being worked on. They are waiting on calls back from other employers.
Dick Kelton suggested the final background checks be provided to Council by the December 4th meeting.
Ms. Lewis provided details of the proposed interviewing as follows:
Day 1 will include tours around town, community reception at night, and staff questions.
Day 2 will include one on one meetings with Council.
Day 3 will include interviews with the full Council in a public meeting. Mayor Green wants to have interaction with the candidates over meals. Ms. Lewis said meals can be added on day two.
Ms. Lewis asked Council for authority to work with HR and Dick Kelton for standard questions to be asked.
Debbie Connors advised Council that there are scheduling concerns but they want to host the community reception and will work it out with Staff.
