THE SPECIAL CITY COUNCIL MEETING of the City of Port Orange was called to order by Mayor Allen Green at 6:00 p.m.

Mr. Parker advised Council of the discussion topics relating to the budget and introduced John Shelley, finance Director.
Mr. Shelley confirmed the topics and provided the written report (powerpoint presentation) to Council relating to the City's current budget position. Revenue funds were discussed, as well as expenses. Revenue funds are on target with the projections so far. Mr. Shelley advised that due to software changes, service charge revenue is stable. There is not a dip in the fund because of re-adjustments like in previous years. Landfill fees are currently being reviewed during the Budget Execution Review process.
Mr. Shelley provided a preliminary look forward to FY2013 revenues. Roll back rate projected for FY2013 is 4.9588.
Vice Mayor Pohlmann asked if 95% collection rate is realistic. Mr. Shelley and Mr. Parker said yes, collections are usually closer to 96-97%.
Vice Mayor Pohlmann asked where the money will come from for additional staffing requests. Mr. Parker advised that that is a Council decision.
Councilman Burnette does not want to see taxes raised.
Councilman Ford asked about carryover funds. Mr. Shelley advised that the budgets do not include carryover monies.
