THE SPECIAL CITY COUNCIL MEETING of the City of Port Orange was called to order by Mayor Allen Green at 5:31 p.m.

PUBLIC SAFETY WORKSHOP
Mr. Parker gave details on the agenda items.
Jerry Monahan, Director of Public Safety, gave the presentation on police services. All positions are filled except for one; however, 10 officers are currently in training. Chief Monahan advised that cuts through the years took the reserve officers working the front desk from six to two. He is unable to cover the desk from Monday at 8:00am until Friday at 5:00pm. There is not enough money to cover the hours. Mayor Green asked for details relating to the amount needed. Councilman Burnette would like to see number of calls and the times of the calls to justify the additional hours.
Chief Monahan advised that the department is working on training staff for internal promotions with their succession planning.
The proposed police range site was discussed, as well as the crime activity reports.
Ken Burgman, Deputy Director Fire, gave presentation on fire services. Staffing was discussed as to reserves and full time openings. Councilman Burnette asked for a report showing which department is getting the calls, as well as the "other" calls.
Shannon Lewis, Assistant City Manager, gave a presentation on emergency management. Ms. Lewis discussed the Emergency Management Position, and asked Council if they still want the position filled. Councilman Ford has concerns bringing a person in to fulfill all of the items discussed. He believes the City needs a management team, not just one person using existing staff first. Councilman Ford would like to have a workshop to decide who should be on the team.
Mr. Parker advised that the rest of the presentation is lengthy and Staff could bring the item back in another workshop. Council agreed.
