Answer: 

A roof repair shall be limited to 30 square feet of shingles unless otherwise authorized by Building Official and does not involve replacement of sheathing or repair/replacement of structural components.  No permit is required where the scope of work meets the criteria mentioned herein.

3. Is a permit required for replacement of sheathing that has been penetrated by a foreign object (e.g. tree limb) or a structural member has been damaged?

Yes.  A permit is required for repairs to roof sheathing or structural components.

4. Is a roofing permit required for replacement of a roof covering greater than 30 square feet in area but not involving an entire roof section or can this work be performed under an alteration permit?

Yes. A roofing permit is required any time re-roofing is occurring over 30 square feet, and up to 25% of the roof area per FBCE 5th edition 708.1.1.

5. If a roofing permit is required for replacement of roof covering, other than what is deemed to be a roof repair, is the permit fee the same as if the entire roof covering is being replaced?

Fee for roofing permit shall be as established in fee resolution by City of Port Orange.

This should be the standard response for general roofing inspection questions, please use this unless the customer has other needs.

Contractor

Roofing inspection process;
1st inspection consists of three inspections all scheduled together.
Dry-in
Flashing
In-progress ( consists of inspector picking up the completed inspection nailing affidavit)
No shingles should be installed at this point

2nd inspection
Final

Owner-builder roofing inspection process

1. Remove old roofing material, re-nail roof with 8d ring shank nails 6inches on center (per table R908.7.1.2 Florida building code residential), schedule in-person status inspection to be performed by city staff or vendors. After inspection passes, cover roof with approved underlayment and install needed flashing and drip edge.
2. Schedule dry-in and flashing inspections, no shingles/metal roofing are to be installed at this point. Once this inspection has passed, then install final roofing material
3. Schedule final inspection once all final roofing material has been installed, dumpster removed, and site cleaned up.
4. Owner-builders roof inspections may be done in partials to avoid open plywood exposed to weather
