EXECUTIVE ORDER NO. 4

AN EXECUTIVE ORDER OF THE NIMS INCIDENT

COMMANDER AND EMERGENCY MANAGEMENT

DIRECTOR OF THE CITY OF PORT ORANGE, VOLUSIA

COUNTY, FLORIDA, TEMPORARILY CLOSING CITY

BUILDINGS; AND PROVIDING AN EFFECTIVE DATE.


WHEREAS, the City Council of the City of Port Orange has declared a Local State of Emergency 

beginning March 16, 2020 at 7:00 p.m. pursuant to Resolution 20-12; and


WHEREAS,  the  Coronavirus  (COVID-19)  epidemic  may  cause  life  threatening conditions for the 

residents of the City of Port Orange; and


WHEREAS, its in the best interests of the public health and safety for residents to avoid large 

gatherings of people; and


WHEREAS,  executing  essential  government  functions  with  limited  person-to­ person  

interactions  is  consistent  with  CDC  guidance  on  isolating  and  distancing  to prevent the 

spread of COVID-19.


NOW  THEREFORE,   be  it  ordered  by  the  NIMS  Incident  Commander   and Emergency Management 

Director of the City of Port Orange, Volusia County, Florida, as follows:


SECTION 1. All City buildings accessible by the public shall be temporarily closed for regular 

business until further notice. City staff will remain available by appointment to conduct  City  

business  that  cannot  otherwise  be  accomplished  via  remote  electronic means or telephonic 

platforms. Although the City’s drive-thru service will remain open to receive  utility  bill  

payments,  the  City  encourages  customers  to  use  other  available payment options including 

pay-by-phone, mail-in payment, and ACH payment.


SECTION  2. This Executive Order shall become effective at 1700 hours (5:00

p.m.) on Friday, March 20, 2020.
