STORMWATER DRAINAGE NON-AD VALOREM FEE NOTICE
Protection of our environment and water resources is a major concern of the City of Port Orange and it’s citizens. Because of these concerns, the City Council approved a Storm Water Utility Plan and related fee structure in 1981. This plan included construction, operation and maintenance of Storm Water Management Systems and design and implementation of new systems as the City grows and develops. Currently, the fee is collected using monthly utility bills. However, during the upcoming fiscal year, beginning October 1, 2005, it is intended that this fee be collected as a non-ad valorem assessment on the annual property tax bill from Volusia County. The annual charge that will appear on your tax bill varies depending on the type of your parcel (Click here to find your stormwater drainage Non-AD Valorem Tax). The current monthly fee included with your utility bill will be discontinued beginning October 1, 2005.
The primary purpose of this letter is to provide notice that a public bearing will be conducted by the City Council of Port Orange on August 23, 2005 at 7:00 p.m. in the Port Orange City Council Chambers located at 1000 City Center Circle, Port Orange concerning the adoption of a non-ad valorem storm water assessment on your upcoming real estate tax bill from Volusia County.
The purpose of the assessment is to fund operations, maintenance, capital improvements, and debt service of the storm water utility improvement system of the City of Port Orange. The total amount levied is $99.00 per fiscal year for each residential unit. Property that is not a single-family residence is charged on the basis of the square footage of impervious area, such that for each 3,050 square feet of area, or increments thereof, the property is charged one equivalent residential unit charge.
The revenue from this Storm Water Utility System located within the City of Port Orange is estimated to be $3,050,000 for the fiscal year beginning October 1, 2005.
Failure to pay this Assessment will cause a tax certificate to be issued against your property and may result in loss of title.
The equivalent residential unit will be updated as building permits are issued for residential, multi units residential, and commercial units. For those updated units that are changed or added prior to the subsequent assessment roll being issued, a proportionate fiscal period assessment will be payable to the City of Port Orange prior to issuance of a certificate of occupancy or immediately after construction of additional impervious surface.
All property owners have the right to appear at this hearing to express opinions and may file a written objection within 20 days of the public hearing. Written comments or objections should be sent to Port Orange City Hall, 1000 City Center Circle, Port Orange, FL 32129.
