The Public Utilities Department maintains and operates the City's municipal utility system, which includes potable water, sanitary sewer and reclaimed water. The Department service area is larger than the corporate City limits and includes Ponce Inlet, Wilbur-by-the-Sea, Daytona Beach Shores, Harbor Oaks, Allandale and several mobile home parks within nearby unincorporated areas.

The City's main water production plant, the Garnsey Plant, is located on Wellfield Drive off of Clyde Morris Boulevard. The Plant processes water from 40 different wells and has a current capacity of 15 million gallons per day which serves more than 60,000 residents.

Wastewater is treated at the R. Dwayne Huffman Reclaimed Water Plant, which is located at the northeast corner of Oak Street and Spruce Creek Road. This plant capacity is 12 million gallons per day. Reclaimed water is highly treated wastewater that can be used for irrigation or discharged back into the Halifax River. Port Orange has been a leader in the development of a City-wide reclaimed water system for irrigation. Many residents and businesses presently enjoy the benefits of the reclaimed water system, particularly since this type of water is much less expensive than irrigating with potable water.
